This is basically saying buffalo (the animal) from Buffalo (the place) without any other words. The next buffalo is a verb. "to buffalo" is kind of like to push around, etc... and the last buffalo again refers to the animal. So its saying cattle-y things from a ?state? push cattle-y things around.
